of Clubs. All the clubs were present with exception of Culgaith CC.EVCL Rule

2.
Minutes of the 2007 Annual General Meeting. These were circulated in October,
2007.There were accepted as a true and accurate record. Proposed:Rockcliffe
CC,seconded,Carlisle CC. - Carried unanimously.
3. Hon. Secretary’s
Report. The report concentrated on the role of the District Development Groups
and the Club Community Coaches. Mentioned was made of the appointment of a Eden
Club Community Coach within the near future.
4. Hon. Treasurer’s
Report. The Hon. Treasurer reported on another good financial year for the
EVCL. The postponement of the EVCL League Cup Final would be an additional cost
for the 2009 season. It had been agreed by the EVCL Management Committee that
due to healthy balances a reduction in league fees would be implemented for
clubs that paid on the night. Proposed: Lowther CC. Seconded: Temple Sowerby
CC.Carried unanimously.
5.
Hon.Fixture Secretary’s Report. The Hon. Fixture Secretary stressed the
importance of captains understanding fully their responsibility for the conduct
of matches. He specifically highlighted the due care, diligence and health and
safety responsibilities that lay with captains thus ensuring the well – being
and safe - guarding of players, spectators, officials etc. Gilbert Pyke won the
award for the best match reports. It is proposed that a new website will be in
operation before the start of the 2009 season.
M. Burbury
continued the report with a statistical presentation of the 2008 season. Almost
30 % of matches were lost to poor weather. Although this figure was much higher
over the second half of the season. Despite this most qualifications for
averages were well subscribed.

Averages
H1.The
minimum qualification in all divisions for the compilation of averages shall
be:
i) Batting
- 8 innings and 200 runs (minimum)
ii) Bowling
– 20 wickets
Amend to
Read: To reflect the number of matches played in the division ie 8 innings and
18 matches = one innings per 2.25 matches. If the divisional average is 15
matches per season then to keep 2.25 ratio then the minimum number of innings
should be reduced by one and minimum number of runs reduced to 180 and wickets
to 18.Thus: 15 -18 – 8 innings – 200 runs.20 wickets. Less than 15 – 7 innings
180 runs – 18 wickets.

Clubs
were asked to consider if the format of the EVCL League Cup should be amended i.e.
20/20 mid – week matches etc, and were changes to length of the season needed. Any
proposals would be presented to 2009 AGM.
Doug Beebe
updated clubs about the introduction and developments to date of the ECB
Official Association. An umpire’s refresher course would be held at Penrith CC
in early 2009.A Level One Umpires Course was also proposed depended upon
demand.
The EVCL
Presentation Evening would be Friday October 31st,Penrith Golf Club.
8th September
The final
weekend saw a complete washout with no games played at all. The completed ladders show the teams
relegated and promoted. A reminder that
the presentation Evening is on Friday 31st of October at the Penrith
golf club… more details later.
Could
teams also remember that they are responsible for submitting their club
averages for the league trophies. An
email with a template will be circulated soon

As the
nights lighten (slowly), and the thoughts turn towards the new season, it is
time for clubs to submit free dates so the fixtures can be compiled.

SCORESHEETS/JUNIOR PLAYERS
ECB
guidelines regarding bowling spells for junior players are to be followed. If
your match has an official umpire please show the ages of the relative players
on the team sheet prior to the match starting so the umpire is aware. Please be also be aware of the ECB
guidelines for juniors playing in senior leagues, which must followed,
especially those in relation to those under u.13 and u.11.

READER BALLS
It has
been brought to my attention that a number of teams have some new Readers balls
left from last season and wondered if they can use them in an EVCL match. So,
rather than waste them, yes, but only with the agreement of the opposing
captain prior to the start of the innings.
NO SMOKING BAN
The ban
on smoking in public places becomes operational on 1 July and cricket pavilions
are included.

the part relating to whether your pavilion is either a substantially on
non substantially enclosed building. There are fines available for non
compliance; please read and ensure your club is legal.

Umpires
Firstly, and most importantly, funding for umpires. As mentioned previously. we intend to follow NLCL guidelines as to payment. The normal cost per umpire is £15.00 plus 20p per mile travelling costs. If, however, the umpire is standing alone, the payment becomes one and a half times, thus an extra £7.00 is payable if requested, and mileage costs increase to 25p per mile.
I must admit that I was unaware of this latter part, which has only just been brought to my attention. If it has caused any confusion then I must apologise for this omission. As this is the first season that we have had umpires then teething problems can be expected. One umpire has complained to me regarding the conduct of some players in a discussion regarding payment and the embarrassment caused. I have given him my reassurance that it will not occur again, and hope that I can be confident in that promise.
Player registration
A number of teams have yet to forward a list, so please do so by this weekend, otherwise it maybe a topic on the next Committee meeting agenda. Paper ones are fine, in Excel would be even better.
Rule 6D ii
Relates to the number of overs agreed to be played in the event of a delayed start, which have to be divisible by four (so that the maximum number of overs a bowler is allowed remains equal). Two matches took place this weekend where this didn't occur. I do commend their persistence, but please be aware of this restriction.

Matthew has revised the format, a copy of which is on the website.
Nunwick CC
If all
goes to plan Nunwick will be having an artificial pitch laid this week. Teams
would normally be notified in advance if it will be used for a league match,
but it is expected to be utilised only if the ground is otherwise unfit.
When there is some dubious weather about suggest that you pack a pair of
trainers just in case.

Tynefield Park, and an Eden Valley ‘Veterans’
to play a Penrith veterans as well.

Mid
Season Review:
"Seeing
that we are halfway through the season it seems an appropriate time to update
you with various items which have emerged in the previous months. Apologies in
advance if it does sound more akin to a headmaster's end of term report.
1. Let's deal with the unpleasantness first; there have been four unofficial
complaints regarding players using abusive language directed at other players.
Sledging could be considered part and parcel of the game, but on each occasion
this has gone beyond the exceptable. Use of the words "f***
off" during and at the conclusion of a match will not be condoned. The
episodes have been brought to my attention because the words have been directed
at junior players, who, unsurprisingly, have been unsurprisingly distressed by
the comments. Given that a fair number of clubs have gone to a great deal of
effort to nurture these kids their potential loss to the game is a loss to us
all. Can captains/secretaries speak to players and remind them of their
responsibilities, especially given the high proportion of junior players in the
league. Any further complaints will be fully investigated by the
Committee.
2. Match reporting. Personally I have been disappointed by the lack of match
reports being sent by e-mail. As I mentioned at the beginning of the season I
do not have the time to interpret each match simply from the scoresheet, and
was hoping that you may make my life somewhat easier by a judicious use of
"cut and paste". There are the honorable exceptions, but the majority
do not do so. There are a small number who regularly write a report on the back
of the scoresheet, but would prefer it in electronic form please.
So, there has to be an incentive, so we'll make two. Those who use the e-match
report do not need to send in the actual scoresheets until the end of the
season, thus saving on cost and time. (those who send by e-scoresheet please
continue to do so if you wish - happy to print them out here)
Secondly, I will donate a £20 book token to the best report - max 150 words -
so long as you use the attached template. There is a second attachment showing
how to use the template, so no excuses. Vic Gibson, News & Star sports
reporter, has agreed to judge the competition. This is open to both home and
away sides; to date only one person has sent a report on behalf of the away
side. If there are both home/away reports both will be published.
3. League Cup Final. This will take place at Penrith CC commencing at
4. Cricket balls. A number of clubs are requested an additional number of
balls. It appears that the general concensus is that the Oxbridge ball is of
better quality, so we are intending to purchase some more shortly.
If you want any more, or likely to do so, can you let me know of your
intentions by Thursday 20.7.2006 so that we can order the appropriate number.
5. The Committee are interested in your thoughts and ideas in how to improve
the EVCL. If you come across any of the Committee during the season by all
means engage them in conversation for a gentle discussion, so that any
thoughts/ideas can be raised at Committee meetings. This is especially so for
the "new" clubs, who are looking at the set up in a different light.
A reminder that any proposals for rule changes have to be with the League
Secretary by 15 September, so there a only a small space of time at the end of
the season for any action on your behalf. There is no early date, so if you
have a mind to do so, do so now.

Remember, the more contacts the easier to make contact on a wet Saturday

Could
clubs also please submit a set of instructions on location of ground (and any
useful snippets…ie we have limited toilet / changing areas, which pub you drink
at). As we have a number of new teams
and grounds for us all to visit this year, it may be best to get directions on
the web to help as many teams and players as we can.

the happy wanderer returns and normal high class service will resume! (or should that be Norman high class service??)

Update:
Finally,
after a week of trying, and three restarts, the fixtures are ‘ready’. They are now able to be found under the
fixture list section here on the web. The
recent Management meeting took on board the various responses from the
consultation exercise, and the option of three divisions of ten, followed by a
division of 13. (the ‘Rocklciffe’
option) was agreed. As you can imagine
the juggling and permutations are incredibly complex. 8 of the 13 sides in Division 3 have ‘higher’
teams so the ability to juggle grounds is complex. Changing one fixture home and away relies on
up to five other conditions. Only 18 teams have just the one side playing on
them, and then some of those grounds have dog shows, caravan clubs and
tides. Not fun!! As a result very few teams have a straight
home and away throughout the year.
I have
been very mindful of the number of double headed league weekends. These have been kept to an absolute minimum,
and are usually because of a request for a free date around that time. Some teams have league fixtures on a Sunday,
but without a game on the Saturday, which seemed to be an acceptable option for
most sides.
I am more
than happy for people to point out problems, but please try and come up with an
acceptable solution. Bear in mind ground
availability, (including the North Lancs fixtures). I hope that I have not scheduled two teams to
be playing on the same ground on the same day.
Again let me know if there are any obvious ‘cock-ups’
I might
suggest that teams wait a week or so before printing these fixtures off on
fixture cards, as I am sure there will be slight alterations. I shall keep all and sundry posted.
It is
planned that the two top sides in the two top Divisions play off on Saturday 9th
of September for Div One Champions.
Assuming there are no massive changes to our league, the promotion and
relegation will be as follows.
Top 5
from each Div one Zone (yellow and pink as mentioned at AGM) will create the
new Div One (premier league?)
The sides
placed 6-9th will form the new Div 2, and be joined by the top two
from the current second division
The
bottom side in each Div one Zone will move into the new Div 3, along with teams
placed 3rd-8th in current Div 2, plus top two sides from
the current 3rd division (the 13 team division)
The two
bottom sides in the current Div 2 will be relegated into the bottom division.
Can I
please ask teams to check their clubs contact details on the web site, and send
me any amendments. It may be better to
have a number of contacts so feel free to send a number of names if you so
wish.
Can I
also remind teams that there is an umpires course at Penrith Cricket Club on
Sunday 12th March. Please let

AGM 10
October 2005
At last night’s
AGM/EGM applications for membership were received from the following clubs;
Baggrow I and II, Carlisle II, Dentonholme, Penrith II and IV, Scotby and
Wigton II and III. All were elected by an overwhelming majority. Cockermouth
made a late application on behalf of their II and III teams and an indicative
vote was also strongly in favour. Because of the late arrival of the latter’s
application a further EGM will be required to ratify their request. Both
Cockermouth II and Penrith II have made an application to join the North Lancs
First Division and their requests to join will be dependant upon the North
Lancs. AGM later this month.
The only
significant rule change involved the League Cup, where, in the event of a tie,
the team losing the least number of wickets will be deemed the winners. If both
teams lose an equal number of wickets there will be a “bowl out”.
Ps. At the AGM a presentation of an “Option for
the Integration of the new teams” was shown as a power point display. This display can now be viewed on the
web. On the left hand menu is a button
called ‘OPTIONS’. Clicking this launches
the Powerpoint show.
On the
bottom of the screen, click the slide show icon which will launch the
‘show. Just click the mouse to move
through the presentation.

Ball
Presentation Evening
Julie Gibson, Cumbria CC Child
Welfare Officer spoke at the meeting as to the need for each club to appoint a
Child Welfare Officer in line with ECB guidelines, and gave a cogent and
reasoned argument to those present as to why the necessity has arisen. At the
end of the meeting she spoke individually to a number of clubs representatives
to answer individual concerns. Now there only a minority of clubs in the League
who have failed to appoint a CWO. Julie has offered to assist each club, even
to the extent of attending a club meeting, to ensure that a CWO is appointed.
To the uninitiated if a club has not appointed a CWO the club Chairman
automatically becomes responsible for that role. The clubs who have not done so
will be contacted and suitably advised. This is the first step in the ECB
guidebook “Safe Hands” in which a number
of further measures will be become mandatory in the next few years. Your CWO
will have a copy of the document. With the assistance of Julie we hope to bring
about a smooth transition of these additional features over the coming years.
The Management Committee met after the closure of the meeting and have decided
to appoint a CWO for the League from the existing management structure. As such
John Findlay has agreed in principle to fulfil that role, assuming that there
is no conflict of interest with his existing positions outside cricket.
Each team will
need to take the following steps;
1. Appoint a Club Welfare Officer (CWO) - This
can be an appointment made by your members voting at an AGM, or if an AGM is
not being held before 1.4.05, then the Committee can make an interim
appointment. Any such interim appointment however must be noted in the minutes
of the committee meeting.
2. The CWO role MUST be set up to be a
committee position - In most clubs, making the CWO a committee member
will involve adding a clause to Club Constitution, so this is most sensibly
done at the AGM. If no AGM is being held before 1.4.05, Club Committees need to
make a formal co-option of the CWO onto the Committee, as an interim measure,
and again this must be recorded in the minutes.
3. Send CWO name & contact details to:

4. All clubs must adopt the principles of the
“Safe Hands” manual and agree to abide by its guidance. This
must include a constitutional
adoption. An interim adoption can occur (by The Committee) until the club holds
its AGM at which time there must be a formal adoption. The ECB recommended
wording to include in your constitution is: “The
club will ensure a duty of care to all members of the club by adopting and
implementing the ECB “Safe Hands – Welfare of Young People in cricket” policy
and any future versions of the policy.”
5. Criminal records bureau form to be
submitted for all coaches, CWO’s, team managers, umpires and
scorers, if you regularly have U18’s playing in your senior teams. Commonsense
is required here in respect of umpires and scorers. If it is a task shared
between the players then there is no necessity, but please speak to Julie
Gibson as she can guide you on whether they need to do CRB forms or whether
alternative arrangements can be made. Your captain may fall into the same
category so contact her to see if they also need to submit a CRB form.
At the
end of last season an e-mail was circulated asking for your clubs position
regarding a number of topics, one of which was the League structure, and the
proposition to split the League into four divisions. Unfortunately only six
clubs responded, so the matter was further discussed at last night’s meeting,
and the opinions of the club representatives canvassed. As a result of the
feedback, and the deliberations of the Committee it has been decided to split
the League into four divisions for the start of the 2006 season. The model
chosen is outlined below. This will give each club the knowledge of what will
be happening next year prior to the start of this season. An additional page
will be added to the “ladder” section of the website which will show the
relative positions of each team throughout the season. It was felt that the
current system, of trying to fit the current system into the season was leading
to an excess of “double headed” weekends. From the viewpoint of the fixture
compilers it was becoming increasingly difficult to balance the fixtures given
free date requests and demands of senior cricket. It was thought that the four
division system, together with the return to a round robin format for the
League Cup, would be more suitable; 14 league games, 3 League Cup matches with
half the teams then guaranteed an additional game in the knock out stage. (The

consequence of playing sides of a similar ability and the promotion/relegation
staying relevant for teams longer through the season. There were a small number
of teams who were dismayed at the decrease in the number of fixtures. As such
it has been decided to add an invitation on the website “welcome” page to
touring clubs wishing to play matches in our area to contact us, with a list of
free dates that teams have available for such matches.
As you
will now have realised we have moved the website, the consequence of which is that
we have a tenfold increase in web space. It is intended that the club contacts
page be reformatted so that each team will have their own individual page, with
a link to your own website. So if you
have any photographs or other items of interest you wish to add, please contact
Matthew or Norman.
Could
all clubs that have not already done so check their contacts on the web pages
as soon as possible and send any amendments, additions, or deletions to Norman.

The 2004 EVCL
AGM took place at Penrith Cricket Club on Monday 11 October 2004. A role call
of clubs found that representatives of all clubs were person with the exception
of Kirkby Stephen, Lanercost, Lowther and Wigton. The minutes of the last AGM
were circulated and agreed to be a correct record.

Secretary’s report to follow.
Hon
Treasurer reported that the balance sheet showed a healthy balance with scope
for some additional expenditure. (balance sheet at end of this report)
Hon
Fixture Secretary noted that the team records had been available on the
website, and that individual records would shortly be shown courtesy of Matthew
Burbury. It was noted that these records maybe slightly incomplete due to the
fact that in some cases catcher’s names were missing, and roughly half of fall
of wickets were blank, and that failure to complete these records was unfair on
some players who maybe missing out on an award.
There
were no applications for membership/resignation.
The following amendments to rules
were passed ;
B1
(i) Each club shall only be allowed to
play registered players. A player’s
registration shall not be deemed binding until they have made one appearance
for that club.
B1 (iii)
No player shall be allowed to change clubs within the season without the
consent of both clubs involved and the Management Committee. No player may be transferred between clubs
after the last day of July each year.
C6 – new
rule
In the event of a team being
unable to play a fixture on their home ground due to its unavailability as a
rule of a Cup fixture then the club secretaries of the clubs involved should
arrange a mutually convenient date and location, in conjunction with the
Fixture Secretary, within 14 days of the situation arising. If both clubs are
unable to come to an agreement then the Fixture Secretary, after representation
from both sites, shall decide the date, time and location of the fixture.
C16 – new
rule
Prior to the start of play the
captains shall exchange a list of players with the wicket keeper clearly denoted. (the League will provide the
requisite forms)
D15 + E15
amend to read………..”the official ball as
designated by the Management Committee”
E7 – new
rule regarding League Cup
In the event of two sides using
the same ground being drawn at home then the lower placed side, at the time the
situation arises, shall concede home advantage. If this ground is unavailable
then the higher placed side shall concede home advantage. The Fixture secretary
shall officiate to resolve any further problems.
N2 Any specified notice of motion from a member
club, or an application for membership of the league, must be made in writing
and received by the Hon. League Secretary not later than 15 September (previously 31 August)
N5 To
change Hon. Treasurer’s accounts date to read ….commencing on the first day of October ( previously November) and
ending on last day of September (previously
October)

Regarding return of trophies………….delete Penrith CC and add the engravers nominated by the Management Committee
The following amendments failed in that they were either
withdrawn or failed to gain seconders ;
B2
Appleby’s proposal that no player shall be registered after 1 August in any
year.
E4
Appleby’s proposal to change eligibility to play in the League Cup.
J2 Management Committee’s proposal to remove the
rule whereby if the is a unequal number of teams then the larger number will be
in the senior divisions.
Election
of League Representatives found that all persons currently in post were
re-elected without opposition;

Hon Fixture Secretary : Norman Shuttleworth Hon. Treasurer : Andy Baker
Management Committee : Kenny Armstrong, Matthew
Burbury, Colin Melvin and Colin Westgarth.
Chairman John Findlay noted that there are
vacancies on the Committee and that existing members would be happy to co-opt
interested parties.
The League Cup draw followed, with a straight
knockout format. Both Stainton and Appleby teams were drawn at home, so,
according to rule E7 Stainton II and Appleby III will now both play their ties
away from home. (full draw below)
Bearing in mind the financial situation, and some
adverse comments about the existing league ball, it was decided by those
present to use an upgraded ball next season but keeping the existing price for
one season only. The matter would then be put on the agenda for the next AGM.
In any other business mention was made of the U15
teams joining the Cumbria Junior League, which, in addition, currently runs
leagues for U11’s and U13’s. Once full details have been finalised then
interested clubs will be updated. Matthew Burbury pointed out that at present
there were 31 teams in the League, and that if one more joined than teams would
equally divide into four groups of
eight, and wondered how the clubs would feel about such an arrangement.
It was decided to e-mail clubs with details so that they could discuss the
matter within their teams and report back with their findings.
